The hit of the summer is in Westerville at Highlands Park Aquatic Center (HPAC). Designed with a natural, organic-feeling environment for relaxing fun in the sun, HPAC features a speed and body slide tower, a zero-entry toddler pool with a simulated-rock slide, a spray playground, lazy river and eight-lane, 25-meter pool with a diving well. There’s enough here to keep a family of any age busy for an entire day or for the whole summer.

HPAC Policies

ZERO TOLERANCE POLICY

The Westerville Parks and Recreation Department has a zero tolerance policy with the purpose of upholding a healthy, family-friendly and enjoyable environment for everyone. Failure to abide by the rules and regulations of the facility may result in disciplinary action and possible suspension.

All rules and discipline standards are enforceable under the authority of Westerville Codified Ordinances 965.23, 965.99, 967.03 and 967.04.

HPAC Rules

In addition to our facility policies and procedures, the following rules will provide a safe, user-friendly environment for our patrons.

General Rules

Children ages 9 and younger must be accompanied by a person 13 and older who has a valid admission.
Children ages 6 and younger must be accompanied by a responsible person 18 or older in proper swim attire, and the responsible person must be within a safe proximity at all times while supervising the child in the water.
Infants and non-toilet trained children requiring diapers must wear both diapers and rubber pants and/or swim diapers.
Water wings are not permitted. Other floatation devices and/or toys permitted at the discretion of the Manager on duty. ● No use of a public facility for private gain.
U.S Coast Guard approved life jackets are permitted.
Patrons are required to shower before entering the pools.
Running, rough play or inappropriate conduct and language is not permitted.
Glass is not permitted in the pool areas or locker rooms.
Appropriate swimming attire is required in the pool.
Please do not sit, hang or play on pool ladders, lane lines, diving boards or starting blocks.
Patrons may not enter any pool until there is a lifeguard on duty. Patrons must exit the pool at the request of the lifeguard.
Any guidelines deemed necessary for the safety and comfort of the patron will be enforced.

Slides

Participants must be 48” tall to use the slides.
Slide users must remain on the starting deck until the attendant allows you to use a slide.
Upon splashdown riders must exit the pool by the steps immediately.
Slide users must ride feet-first, either sitting up or lying down.

Lazy River

You may enter and exit the lazy river only at the steps or ramp.
No going on the island.
You may only use one tube at a time.

Diving Boards

Only one person is permitted on the diving board at a time.
Only one bounce is permitted on the board.
Patrons must dive straight off the end of the diving board.
Persons using the diving boards must be able to swim two widths of the diving pool. No lifejackets are permitted off the boards.
No inward, gainer, sailor, or reverse dives are permitted.

Closure Policy

Capacity Closures

On days in which we experience larger-than-normal crowds, daily admission sales may be suspended, giving priority access to our season pass holders and pre-purchased daily admissions.

All admissions will be suspended if our facility reaches full capacity.

Staff will monitor the crowd levels and will resume admissions only when the facility can safely handle additional guests.

Daily admission can be purchased up to three days in advance at Highlands Park Aquatic Center (245 S. Spring Rd.) or Westerville Community Center (350 N. Cleveland Ave.).

Weather Closures

To ensure the safety and security of each guest, in the event of inclement weather that requires the closure of the pools, all guests will be required to gather their belongings and either leave the facility or wait in an approved area (front bathrooms, back bathrooms, back patio, front patio). The pool will reopen 30 minutes after the last lightning/thunder if it has been deemed safe. Failure to comply may result in being asked to leave the facility.

Swim Attire Guidelines

Swim Attire

The City of Westerville welcomes participants of all ages, abilities, religions and cultural backgrounds to our aquatic facilities. Patron safety is our top priority. All individuals utilizing City facilities must wear swimming attire that is appropriate for a public, family-oriented aquatic environment and must comply with all applicable health and regulatory requirements.

Only clean, appropriate attire designed for swimming is permitted in the water.

Appropriate Swimwear

Swimwear must have appropriate coverage, regardless of materials - no sports bras
Bottoms must be full-coverage — no thong swimsuits, underwear or compression shorts
Swimwear should not be transparent in or out of the water
Swimwear should not display any vulgar content
Must be clean and designed for swimming
Individuals wanting greater coverage or who have modesty concerns may wear additional items that are made from a material listed below. These items can include leggings, shorts, rash guards, t-shirts, long sleeve shirts, swim skirts, sarongs, and head or hair wraps designed for swimming.

Appropriate Swimwear Materials

Swimwear must be primarily made from polyester, lycra, spandex, nylon or elastane

Inappropriate Swimwear Materials

The following fabrics are not permitted to be in the water: cotton, denim, wool, linen, silk, satin, leather or any other clothing not designated as swimwear or dry fit athletic materials.

Maintaining Water Quality

All adult swimmers must have bladder and bowel control to enter the water. Swimmers who are not potty trained may wear reusable or disposable swim diapers/pants or plastic pants with tight-fitting elastic around the waist and legs.

Otters Swim and Dive Team

Interested in joining the Otter Swim and Dive team? Swim meets will take place at HPAC on Wednesday evenings and Saturday mornings. Please note the lap pool will close early on these days.

**All swimmers & divers must have an active season pass BEFORE they can register for the Otters Swim and Dive Team.** Season passes are on sale now and can be purchased online or in-person at the Westerville Community Center.
